The seas of the planet, covering more than two thirds of its surface, face unprecedented challenges. Threats to the ecosystem as a whole come from
generations of overfishing and other extractive activity together with the impact of degredation of the coastal margins and the use of the sea as a universal refuse tip.

The development of national and international policy has lagged far behind the calls from conservation bodies for reform and more diligent application of existing controls. People in general lack awareness of their dependence on the seas, both for food and other 'ecosystem services'. The politics of policy development is therefore complicated by the need to educate and inform citizens of the extent of the threat.

The UK context has also to take account of EU obligations which place responsibility for the management of fishing with the EU, whereas marine conservation, an entirely separate policy area, is covered by both jurisdictions. The need therefore is for GP policy to maintain a clear vision of the seriousness of the issue, both environmentally and economically, while respecting the balance of responsibility between the UK and the EU.
